Well you know your way around the basics of photoshop. I'd say get rid of the black pattern, just distracts way too much. Maybe try some more detail on the cybergirls, have them on a basic background as the focal point, as opposed to have the big blue cloudy button the focal point. Those ideas might help.

Good idea. The top bar could be a dock background (botton position). The little border of girls could be removed too.

This looks like an unfinished entry portal to a pr0n site. Follow j3's ideas. The bar at the top is nice, could be very useful for a dock.
