This can be done by WindowBlinds and ObjectBar I believe. Correct me if Im wrong, as Im not up on my Mac imitations.

I used
grenier mac tiger skin for windowblinds... i used his brushed aqua theme in the pack...i also scaled the skin to be alittle darker

for the dock I used rk launcher brushed theme. i made it very transparent to make it appear darker against the black background
