GlobalSchemes (or "GS" for short) are a way for any compatible Litestep theme to use a set of colors (scheme) to color itself.
Similarly, any GS can color any compatible theme.
Basically, GS is a list of evars a theme can use instead of actually specifying colors.

OTS3 is the evolution of OTS2, and is still being developed (although completely stable).
You can use old OTS2 themes under OTS3 (backwards compatible)
You do not need python to install OTS3, simply copy the default profile and rename it to your username.
