www.brinkster.com, you can recieve a FREE account, i've been hosting with them for over 6 months now and haven't had a problem with them yet. Get a "student/education" account, otherwise you get ad's and all the rest that come with FREE hosting choices.

The limitations would put anyone that uses flash or any kind of gallery right off Brinkster.
