make sure its receiving power (you may not have the power supply hooked up to it)

make sure its installed (use the device manager)

check to see if you've got the right drivers, if you don't, look for the drivers on the manufacturer's site or use google and update the drivers

Thats all i can think of

make sure the power from the power supply is hooked to it, make sure the correct IDE cable is hooked from the right mother board slot, to the burner. The ide cable is the cable with 40 wires feeding into the head, that you hook from the mother board to the device (hard drive, floppy, cd/dvd rom, etc ). it's obvious that you found the ide cable, because the head is thin and long. After the power and IDE cable are hooked up, make sure you have all the right drivers, and it is correctly installed in the Device manager (if using windows, right click on "my computer" then click on properties, then go to the "hardware" tab, then click on device manager, and the burner should be listed under "dvd/cd rom drives". if not, go to the control panel, and use the add new hardware feature, and go through that.
if that doesn't get stuff working, i dont know what to do - maybe the burner is broken or something like that.
good luck

do you have more than one cd drive? make sure that if you are installing the burner in addition to a cd-rom drive that you set the burner as a slave (and the cd-rom drive as the master w/ slave present). just look at the back for a jumper diagram.
