how do you make a skin for a site?

hi im new on this site and i am wondering how do you make custom skins for a website or just plain anything. if any one has a tut on how to do this can you send it to me plz.

well if you want to get started with WMP skins, i'd look around MSDN for useful articles, there's bound to be something. http://msdn.microsoft.com/
