Disappearing Start menu

I recently downloaded a windows xp theme correctly however when I rebooted my computer, nothing shows up except my wallpaper and my start menu has disappeared making it very difficult to operate my computer or DELEATE MY THEME. My restore point is inaccessable and I have tried everything to fix this problem but no luck :( please please please can anybody help me? URGENT!
