taskbar reposition-ing

uhm, i'm kinda new to litestep and i'm rather interested to join the customization theme :D anyways, is there tutorials? or basic informations on modding? could anyone like shed some light? some sites or something.

anyways. i have found these nice theme, it's the "roundness on the edge" theme but i would prefer it to be positioned on top, and maybe reposition it abit, can anyone guide me, or is this even possible.
