I have never worried about using StyleXp. Using msstyles requires only one 'hack' which is safe to do if you follow the directions. This guide should work for you:
Now, onto actually answering your question: It sounds like you got a bad download. If you really want to use StyleXP, try redownloading it from the site you got it from.
