is there a way to change the size of a wallpaper from 1600 x 1200 to 1024x 768 without losing alot of quality like you do when you pick stretch in the preferences window.

Yep, I second that. Irfan View is way cool. It will set the image as wallpaper for you also. Just hit CTRL SHIFT C, to set the current file as wallpaper centered.
