because of the large scale of this project its sure to get alot of attention in the skinning community. No doubt there will be a lot of newcomers that don't know much about skinning. Now of course it doesn't take long to google to find the applications for which skin applies to. However I do have a suggestion.
That is with each release / skin there be a link for the associated program. Say for a rainlendar skin there would be a link to the rainlendar site where they can download the application, for a foobar skin there would be a link to foobar and any plugins needed to run the skin. \
For the VS you could provide a link to 2 options (StyleXP or uxtheme patcher)
